At the meeting, the two sides mentioned generally socio-economic status of each locality in recent years; discussed developing political regime, measures and policies in order to promote the implementation of the Joint Declaration between Vietnam and China. In addition, recent operation of both sides was mentioned. The two sides exchanged and shared professional experiences, assessed the implementation of common awareness of bilateral cooperation recently; discussed and agreed on some cooperation contents in the near future.

During the meeting, Mr. Hoang Van Vinh, Provincial Commissioner, Vice Chairperson of the Provincial People’s Council emphasized that recently, exchanges and cooperation between Ha Giang province and Wenshan state in all fields have been developing with remarkable achievements. The two sides have established effective cooperation mechanisms at local, provincial, departmental, and sectoral levels. 05 pairs of districts/cities and all communes/ villages/ towns of the two sides have established friendly relations. Cooperation mechanisms between the two sides helped the two sides discuss and solve matters and difficulties during cooperation between the two localities. As a result, exchanges and cooperation between the two sides in all fields have been implementing synchronously and effectively.
Economic and trade cooperation has been strengthened by both sides. Customs clearance at Thanh Thuy - Thien Bao international border gate has been restored since February 2023, which facilitates export turnover. According to Vietnam’s figures, import-export turnover as of 15 July, 2023 reached USD 292.7 million, up 64% compared to the same period last year. Based on such positive figures, it is believed that exchanges and cooperation between the two provinces / states will develop strongly in the near future.

In a frank and friendly atmosphere, the two sides agreed to continuosly implement Vietnam - China Joint Statement on further strengthening comprehensive strategic cooperative partnership and important common perceptions given out by both Parties and States, enhance the role and functions of the People’s Council/ Congress of People’s Deputies, promote friendly exchanges and substantive cooperation in different fields, and sign the minutes with the following contents:
Both sides agreed to promote discussion of bilateral delegations; establish mechanisms and hold annual meeting between the People’s Council of Ha Giang Province, Vietnam and the Standing Committee of the Wenshan Congress of People’s Deputies, China; further enhance friendly exchanges and substantive cooperation between both sides.
Both sides agreed to strengthen friendly exchanges between the two peoples; promote education and propaganda on the friendship between Vietnam and China to the two sides’ people, based on actual conditions and situations; promote friendly exchange activities in culture, sports, border exchanges, border festivals, and others; manage the districts/ cities, communes/towns, villages/ hamlets with established friendly relations to implement friendly exchange and substantive cooperation, promote stable border development.
Both sides agreed to continuously implement 03 legal documents of Vietnam -China border, based on friendly cooperation, handle timely and appropriately cases in border area, and cases related to illegal residence, effectively prevent cross-border crimes.
Both sides agreed to have exchanges at all levels; strengthen cooperation in investment attraction, transportation, culture and tourism; promote investment in construction of border gate infrastructure and cross-border transport infrastructure and transport infrastructure connecting inland with border gate; improve border clearance capacity, maintain smooth border-gate trade; promote opening border gates, and building border markets, restore trade activities at opening ways and border markets, and facilitate goods exchanges for border residents.
